This file testifies to the intention of the French financiers to forge relations with the new Soviet power and to create an official structure guaranteeing a certain security. The organizers are showing their willingness to keep adventurers and knights out of the industry. Mistrust and hostility towards the new regime persists even if the struggles and upheavals of the first years are no longer in effect. Many personalities are interested in this file including Nicolas Raffalovich, Daladier (future signatory of Munich and stakeholder of the Popular Front).
It seems that a modest oversight hangs over the question of French investments and the interests of shareholders.
