Beautiful and RARE Decree of the BELLICO period (given the short duration of less than 3 years, obviously excluding the Social Republic, there are not many !!) with FRONTAL autograph signatures (which is also less common !!) of King Vittorio Emanuele III and the Undersecretary of State at the Ministry of the Navy and Chief of Staff Domenico Cavagnari (pictured here in the last photo and whose story you can find on Wikipedia) with whom the Captain Ugo Malusardi is appointed ordinary member and Secretary for Affairs Military of the Superior Council of the Navy, on the proposal of Mussolini, to replace Captain Raul Ferrero Rognoni !!!
The reason why this decree does not have the joint signature of the King and Mussolini, as usual, is easy to say: a few days before the start of the Second World War (as reported here) Mussolini, evidently due to the numerous commitments that from then on they will see him busy, he delegated Admiral Cavagnari to sign for him. In fact, if you notice the date of the document (October 3, 1940), you will remember that Mussolini was on his way to the Brenner to meet Hitler the next day, with whom he would have planned the war campaign in Greece !!
There are very FEW documents signed by Cavagnari, given that in the following month, after the serious losses in Taranto at the hands of the British, he will be removed from office !!
