Enamel plaque - raised lettering - - sent with tracking by Bpost - see photos -- , the Belgian government of Le Havre creates, by Royal Decree of September 23, 1916, the Fonds Roi Albert. This fund aims to address war damages by providing a rescue shelter for impoverished Belgians, even in neighboring countries. Its objective was 'to rebuild the core of the destroyed communities during the fighting, to recreate life and activity there, and to assist in the restoration of administrations, worship, schools, and various public services, to bring workers back to the site, and to serve as a starting point for reconstruction'.
