I bought the frame at the Ukrainian postal service.

This limited edition frame with a postage stamp and postcard features graffiti by the famous artist Banksy, created on one of the civilian buildings destroyed in Borodyanka, in the Kiev region, Ukraine.
The graffiti depicts a person resembling Russian President Vladimir Poutine defeated in judo by a little boy.
Banksy's original work is placed on the wall of a house destroyed by Russian bombings in Borodyanka, near Kiev, Ukraine.
In the lower left corner of the stamp are six letters — a well-known obscene phrase about the Russian leader — "ПТН ПНХ" (FCK PTN).
