I’m not sure where it was used, but considering the fact there is one in the ‘Sleepvaart Museum’, I suspect that it was at least used for towing boats. I have found the following information on the internet:
A navigational instrument, indicating the speed at which the ship changes its course.
Unfortunately, I do not know more about the operation. Also not whether it is still working.
On the device the following information:

I’m not sure of the age. The connoisseur will know.
