Historical information on Wikipedia:
The medal of St. Helena was created under the Second Empire, on 12th August 1857. It is considered to be the first French 'Commemorative Medal'.
On April 15th, 1821, during his exile on St Helena, Napoleon dictated a will in three parts. The third is an act of appreciation for those who, from 1792 to 1815, had fought ‘for the glory and independence of France.’ For this purpose, he bequeathed half of his private assets, estimated then at 200 million francs.
Louis-Napoleon Bonaparte ‘wanting to honour the soldiers who fought under the flags of France in the great wars from 1792 to 1815 by a special provision’2, a commemorative medal was granted to all survivors. He called this new decoration the "Medal of St. Helena"3.
The medal was produced by decree on 12th August 1857; it was the sculptor Désiré-Albert Barre who designed and created it.
On the obverse is the profile of the Emperor Napoleon I, and on the reverse this text: ‘Campagnes de 1792 à 1815. À ses compagnons de gloire, sa dernière pensée, Ste Hélène 5 mai 1821’.
It was presented in a cardboard box whose lid was covered with a glossy white paper embossed with the imperial Eagle and the inscription ‘Aux compagnons de gloire de Napoléon 1er- Décret du 12 août 1857’.
This bronze medal is worn at the buttonhole, suspended from a red and green ribbon with very narrow stripes. Because of the patina of the bronze, it was nicknamed ‘the chocolate medal’
