Tell-tale compass - Brass, Copper, Glass - First half 20th century

A beautiful compass of an unknown brand. Presumably English because the wind directions are indicated in English. I’m not sure though.
It is a large size compass with a diameter of 23.5 cm and a weight of 6,5 kilos. The gimbal ring has a diameter of 29 cm.
The compass is dry but can be filled.
The material of the compass is copper and brass This combination makes it especially beautiful.
The rose is not flat anymore but still indicates the north well.
In the glass several numbers are engraved R25399, A650604, A12071, R17734.
