Cor Noltee was educated at the Hague art academy, where he was especially influenced by Willem de Zwart (1862-1931). In 1937, he settled in Dordrecht, where he was well-known for his work as well as for his Bohemian appearance. Noltee formed the basis for a local revival of impressionism. He was known as "the Dordtse Breitner ', because of his kinship with that painter in style and subjects. He mostly painted the old city and the river landscape in the area. Around 1961, Noltee took a different turn. His last works were clearly more Expressionist.
