Front:
Oval formed by a floral festoon that connects in the ends to two ovals containing watermarks, surrounded by a decoration of oak leaves, in antique gold yellow. At the bottom two majestic female figures are seated with the staff of command, resting on the coats of arms of the maritime cities Venice and Genoa.
Back: A head of Flora is inside the central medallion.

In the first issue of 17-01-1947, there were some significant differences compared to all other banknotes of the same type:
1) On the front, above the “Medusa” state mark, there are two decrees: Ministerial Decree of 14 and 16 August 1947; the other issues only show the Ministerial Decree of 14 August 1947. The decree of 14 August authorizes the inclusion of the Medusa mark on the banknotes; the decree of 16 August includes the characteristics used only for the first issue.

2) The background colour of the engravings, figures and the inscription "LIRE CINQUEMILA", is black on the first issue banknotes; in subsequent issues the background colour is brown.
