Fukuda was born in Yamaguchi Prefecture, and was an assistant editor of “Hakuyo,” a visionary photography magazine led by Hakuyo Fuchigami, which contributed to the emergence and development of modern photography art. From the mid-1930s, Fukuda began a series of portraits of actress Setsuko Hara and other models and their photographic techniques for Asahi Graph, which he then compiled into a book entitled "How to Photograph Women.
