As a result of the Batavian Revolution of 1795 and the arrival of the French, the Dutch Republic came to an end in that year. In the spirit of the promised ‘Freedom, Equality and Fraternity’, a new era began with the Batavian Republic. Old administrative systems were overhauled, such as with these regulations, which were established on 25 May 1795 by the ‘Provintiaal College van Politie, Finantie en Algemeen Welzijn’ on behalf of the ‘Provisioneele Vertegenwoordigers van het Volk van Gelderland’.

These regulations stipulated the principle of the independence of each ‘scholtambt’ with its own official board, consisting of the regents of each village, a ‘richter’ (judge) and a secretary. The richter, who was elected by the people, took the oath to the Provincial College. The secretary of the scholtambt was appointed by the joint government the scholtambt. The functions of the ‘scholt’ corresponded to those of the former ‘landdrost’ and richter. The gericht was held twice a year in the main village of each scholtambt and consisted of the richter and nine village governors.
