Antique wooden printing block from Edo period.
The central characters are written as "福禧禮 Fukukirei," which means happiness, celebration, and joy. On the right side is the word for "金 money," and on the left side is the name "宮本屋重吉 Miyamotoya Shigekichi," a person's name. It can be inferred that this was used in printing when giving congratulatory money from this person.
