The phrase reads ’Mens Agitat Molem’ which means The human mind puts the matter in motion
The work is titled 'Génie du Travail' and is made with great craftsmanship by Henri Louis Levasseur (1853-1934). See for example the details in the face of the man
It is made of zamak and has a multi-coloured patina
