These are items used by the police and fire brigades in Japan during World War II.
The organization (named 警防団 KEIBOUDAN) was founded in 1939, when the world peace situation was crumbling.The organization was created primarily to protect the public from air raids and disasters, and was tasked as an auxiliary organization to the police and fire departments.
Until the end of the war in 1945, the organization played a major role. However, unlike the military, where there is a government office overseeing the organization nationwide, there are not many records or documents of this organization left in Japan.
This time, these items were found in an old house in a rural Japanese city that had not been burned down by war or earthquake.
