During World War II in 1942, following an intervention by the Reichsministerie for Armaments and Ammunition, the construction of conventional trams was halted. In order to cope with the increasing number of passengers and with war losses at the same time, a greatly simplified type of car was designed under the leadership of the Düsseldorf Waggonfabrik, the manufacture of which required less material and could carry more passengers with less comfort than the wagons designed in peacetime.
