These notes were issued under the Vichy government by the French Red Cross central committee for aiding prisoners of war, refugees, wounded and other needy people.

The portrait on the bonds is from marshall Pétain. Pétain was the French hero of WWI and the victor of the battle of Verdun. After the defeat in 1940 a new French state was created by Pétain under the name Etat Français.
