The Cambodia 1965 International Cooperation Year stamp set was printed and prepared for a scheduled release in late August 1965, but was withdrawn and officially cancelled before general distribution due to sudden political shifts and changing diplomatic priorities under Prince Norodom Sihanouk’s government.
Reasons for Non-IssuancePolitical Shifts: During the mid-1960s, Cambodia's foreign policy experienced rapid friction regarding international bodies, Western alignment, and neutrality, leading to fluctuating official enthusiasm for specific United Nations commemorations.Administrative Cancellation.
While the stamps were fully printed (both perforated and imperforate sheets) with planned launch dates of August 30 and 31, 1965, the postal administration halted the release at the final hour.

The official quantity was 2500 sets in 100 sheets of 25 pcs.
After the halted release the stamps where stored in the vaults of the General Post Office in Phnom Penh.
April 1975 The Khmer Rouge took over all of Phnom Penh and destroyed the Post office, burning it down unto the ground. The vaults deep in the ground where damaged but a part of the stored stamps survived 5 years of heat, rain, humidity. Only a small part of the remaining sheets where intact and collectable.

A very small number of sheets and sets managed survive, which explains why rare surviving mint sets are valued at incredible prices.

Only 2500 sets have been issued at that time. The general assumption is that around a mamimum of 500 sets have survived thrroughout the years.
