In 1934, members who had left Nippon Kobo (founded by Yonosuke Natori in 1933)—including Ihei Kimura, Nobuo Ina, Hiroshi Hara, and Kōzō Okada—established Chūō Kobo. That same year, the International Press Photo Association, with Naosuke Miura as chairman, created a framework for introducing photography externally, and Chūō Kobo developed into Tōhōsha. In the spring of 1941, Tōhōsha was established. Its first chairman was Okada Sōzō. Its location at the time was 47 Kanetomi-chō, Koishikawa Ward, Tokyo City. Directors included Hayashi Tatsuo, Oka Masao, Iwamura Shinobu, and Obata Misao. Managing Director was Suzuki Kiyoshi. Auditor was Sugihara Jirō.
