I need to order parts to get the lamps to work. They arrived with the ends cut off. The seller shows photos of them on so he would have had cut cords before shipment.

The lamps had English plugs which would not be suitable for German use. It's also not advisable to send with plugs as it comes under health and safety.
You only need plugs which you can buy in a shop for 4 euros, they hardly need sending away . I also think the lamps were very nice and worth a lot more money than you paid.
Hope they bring some light into your life.

Objet toujours pas reçu et, pour un achat de €9.- j'ai dû payer €11,78 de taxes. Incompréhensible ! 

This is unfair on me as I have nothing to do with customs and taxes. Maybe you should complain to the French government  for charging so much. I did the best I could and you bought two individual mirrors at a very low price.
