The statue depicts Doña Isabel de Bobadilla, who was the first (and only) female governor of Cuba (1539–1543). She was the wife of the Spanish explorer Hernando de Soto.
According to legend, after her husband sailed away to explore Florida, Isabel spent years climbing to the highest point of the city's fortress every day, staring at the horizon and waiting for his return. Sadly, he died during his expedition, and she is said to have died of a broken heart.
