The design, featuring George Washington on the front and the Great Seal on the back, has not changed. The first $1 bills (called United States Notes or "Legal Tenders") were issued by the federal government in 1862 and featured a portrait of Secretary of the Treasury Salmon P. Chase (1861-1864). The first use of the portrait of George Washington on the $1 bill occurred on the American notes of the 1869 series. The $1 bill being rarely counterfeited, the government has no intention of redesigning it. Furthermore, a recurring provision of Article 116 of the annual General Government Financial Services and Credit Act prohibits the redesign of the $1 bill.
