The remaining communist government collapsed, and rival factions of mujahideen (anti-Soviet guerrilla fighters) began fighting each other for control of the country. Therefore between 1990 and 2001 no stamps were issued. In 1994 the Taliban issued new stamps to provide money for warfare, but these were never allowed by the UPU, and so declared illegal.
