In 1899, Russian postal offices in China were transformed into foreign offices, and special stamps and single-piece items were issued. The stamp denominations were in rubles and kopecks. From late 1916, due to the depreciation of the ruble, stamps with overprints in Chinese currency were issued. They were overprinted in Russia and delivered to China. In September 1916, the Russian Ministry of Internal Affairs decided to overprint the value in local currency—cents and dollars—in place of the word "China."
