Seemann, 2001, together with Evelyn Richter, Arno Fischer, Helga Paris, Christian Borchert, Gerhard Gäbler, Tina Bara, Harald Hauswald, Matthias Hoch, Thomas Kläber, Sven Marquardt, Maria Sewcz, Uwe Steinberg, Karin Wieckhorst and many others The National Construction Program (Nationales Aufbauwerk, NAW) was a mass initiative in the GDR (from 1951 onward), organized by the National Front, which mobilized the population for unpaid, “voluntary” labor in the reconstruction and redesign of cities (e.g., rubble clearance, construction of schools, parks, and swimming pools). Participants contributed so-called “construction hours” (Aufbaustunden), which were recorded with stamps in a construction card (Aufbaukarte), and received badges (Aufbaunadeln) and certificates. From the 1960s onward, the NAW was gradually replaced by the “Mach-mit Movement” (“Join In!” Movement) and the People’s Economic Mass Initiative (Volkswirtschaftliche Masseninitiative, VMI), as voluntarism was increasingly supplanted by planning targets and financial pressure. Reconstruction: Initially aimed at clearing war damage and rebuilding Berlin (e.g., the Stalinallee). Community projects: Construction of infrastructure such as kindergartens, sports facilities, and cultural centers. Organization: The National Front (an umbrella organization of all parties and mass organizations) coordinated the work assignments. Documentation: “Construction cards” with adhesive stamps and awards (badges in bronze, silver, and gold) for the hours completed. Shift: What began as “voluntary” labor increasingly came under pressure, with mandatory quotas (e.g., 20–30 hours per year) imposed on every citizen. Replacement: From the mid-1960s, the NAW was replaced by the Mach-mit Movement under the slogan “Making our cities and municipalities more beautiful – Join in!” and by the VMI. Legacy: Many facilities (parks, sports grounds, etc.) still bear witness today to the work carried out under the NAW.
