The coffee grinder was produced in the late 19th century - early 20th century. All wheels are turning, but the lever to adjust the grind setting stuck. Picture 9-11 indicate the poor condition of the lid which most likely has been replaced the initial one. Picture 15 indicates some piece of metal plank underneath the grinding mechanism is missing. I would recommend using the grinder only as a decoration.
