The upper part depicts a rising golden sun with rays. A lion is depicted on the lower right side; on the lower left is a griffin with a sword. Above the shield - 3 five-pointed stars, symbolizing Kurzeme, Vidzeme and Latgale (this is how the territory of Latvia was divided in tsarist times).
