At that time, Southern Tang needed an emperor who was experienced, able to judge situations, and had military talent, but he could not fulfill this. He initiated wars against Min and also campaigned against Chu in Hunan. Due to improper measures, he gained little benefit, instead causing suffering to the people and draining national resources, while the country's strength gradually declined. Meanwhile, the Northern Zhou in the north, under the leadership of Chai Rong, gradually grew strong.
