Just carved out from a stone, and painted. 
Which can be washed out with benzine!

As usual, especially if specified, when these types of starfish, like other fossils, are restored, they are typically enhanced with surface color treatments. Obviously, if you dissolve and remove the layers of protective lacquer applied to the piece and the color, you will see the object fade.
