The Order of National Merit (Servo-Croatian: Orden zasluga za narod) was established in 1945 by the presidium of the People's Congress of the Federal People's Republic of Yugoslavia under the chairmanship of Marshal Tito as a socialist order, which means it has three grades and no knights. Tito himself received a gold star of this order, while the regular stars are made of partially gilded silver.
The medal is a round brooch with a five-pointed star featuring an image of a victorious soldier with a flag. The First Class is almost entirely gilded, the Second Class has a silver star with the background and the soldier gilded, and the Third Class has only the soldier gilded. The three stars are the same size.
