This is an antique Enterprise cast-iron coffee grinder (or coffee mill), produced by the Enterprise Manufacturing Company of Philadelphia, USA. These dual-wheel mills became popular in the late 19th and early 20th centuries and were intended for use in rural shops and farms.
Imported by a company in The Hague, Van Muijen (see the sign on the front of the coffee grinder)
