this is a kapala (skull-shaped offering bowl) with a lid, mounted on a decorative stand.

Decoration: Extensive relief carvings with traditional Tibetan motifs - likely makaras (mythical sea creatures), floral patterns, and possible protective symbols
Vajra-top: The lid is crowned with a vajra, an important symbol in Tibetan Buddhism.

Offering ritual liquids during tantric ceremonies
