2. This buyer may wanted to unpaid the Tax or VAT by claiming it was a "damaged lot", as the buyer even expressed that he would seek the Tax/VAT claim from his Government or others. Such suspecting expression may aimed of an exclusion of his own civil obligation.  
3. BTW, we fulfilled all his request.  But once again, we regretted that the buyer made such negative feedback for spreading hatred purpose.
