The book is written under the pseudonym "Touchatout" (whose real name is Léon-Charles Bienvenu) and illustrated by Moloch, whose real name is Alphonse Hector Colomb.
The book contains 99 humorous biographies of famous personalities of the era, each illustrated by a color caricature portrait on the first page. Each biography runs about 8 pages. Among the personalities represented are Clemenceau, Louise Michel, Zola, and many other political, artistic and social figures of the 19th century.
The work is known for its biting humor and satirical caricatures, reflecting the mores and debates of French society at the end of the 19th century.
