The Order of Bohdan Khmelnytsky, 1st Class, is awarded to commanders of fronts, fleets, armies, and flotillas, their deputies, chiefs of staff, heads of operational directorates of departments, and heads of branches of service of fronts, fleets, armies, and flotillas, as well as commanders of partisan units:

For a successful operation conducted through skillful maneuvering, resulting in the liberation of a region, city, or settlement of particular strategic importance from the enemy, inflicting significant losses on the enemy in manpower and equipment;
For an operation conducted by a partisan unit, resulting in the destruction of an enemy headquarters, the capture of its military base, and the destruction of large transports carrying enemy personnel and equipment; and for a skillful combat operation, conducted jointly with units of the Red Army, resulting in the liberation of a significant portion of Soviet territory from the enemy.
