He was born in Genoa in 1905 and attended the Ligustica Academy of Fine Arts with distinction, soon beginning to paint from life, in close contact with nature.
Designates a studio and dwelling at 5/16 Via Trento.
Their preferred subjects are landscapes and seascapes, especially beautiful views of the Ligurian Riviera, rich in detail and luminosity; they also execute views of Genoa and the port.

Many have written about his Art; in particular Nicola Ghiglione, who has underscored his deep sensitivity in interpreting the natural element, the masterful use of color, and the evident originality. Vaccari also paints with a spatula, often creating effects that can be broadly likened to Divisionism. Numerous solo exhibitions he has mounted in various Italian cities: in Genoa at the Rotta, Ranzini, Guidi Galleries; in Milan, Galleria Geri; in Turin, Bergamo, Bologna, etc.
He also participated in an important exhibition as part of the Celebrations of “Italy ’61”, Palazzo Chiablese, Turin, presenting numerous works.
