This is a very beautiful work by Georges Hanquet (1922-2010), a Belgian artist well known for his landscapes and seascapes, often associated with the Liège School.
It depicts a harbor scene, one of his favored themes. You can see trawlers docked at the quay or at low tide.
It is an oil on canvas worked with a very impasto technique. Hanquet used the painting knife generously, which gives the relief and energy clearly evident in your close-up photos.
We are in a form of figurative expressionism. He does not seek photographic detail, but rather to capture the atmosphere, the changing light, and the roughness of the maritime environment. The dark vertical lines (masts, cranes) contrast strongly with the flat areas of white and ochre on the ground.
An artist from Liège, he studied at the Académie des Beaux-Arts in Liège.
He built a solid reputation in Belgium, notably for his ability to render the landscapes of the North, the ports of the Belgian or French coast (such as Ostend or Boulogne-sur-Mer) and the Ardennes scenery.
His works from the 1960s and 1970s, such as this one apparently is, are particularly prized for their chromatic strength and their very pronounced graphic structure.
