This is a Swiss watch from an independent manufacturer, produced around 1890–1905, with:

* silver case ("finest silver"),
* anchor movement,
* regulator in French ("avance / retard"),
* enamel dial with a small seconds subdial.
* the overall date probably lies at the end of the 19th century.
The number 49148 is very likely a case number or assembly number, but on its own it unfortunately does not allow identifying the maker. In the late 19th century, each manufacturer used its own numbering system, and there is no universal registry that would map a simple case number to a brand.
