This miniature figurine comes from Russia (St. Petersburg). It is an official replica of the famous life-size bronze monument to Tsar Peter the Great (Peter I). This monument was designed by the nonconformist Soviet-American artist Mikhail Chemiakin (also spelled Mihail Shemyakin). The original statue was unveiled in June 1991 within the walls of the Peter and Paul Fortress in St. Petersburg.

The text on the bottom confirms this directly:
M.A. Shemiakin (The artist's initials)
Petersburg (The city where the monument stands)
Peter I (The name of the tsar)
