This French travel clock dates from the period roughly 1890 – 1910 (the late Victorian or early Edwardian period).

Bloeitijd van de export (1880–1915): The combination of the engraving "FRANCE" and the English regulator dials "S / F" (Slow/Fast) points to the period when French workshops (such as Armand Couaillet) mass-produced clocks for the British and American market.
