Following a recent change in international sector regulations, Articles 18 and 19 of the Universal Postal Convention, from January 1, 2026, it will no longer be possible to send items (goods with or without commercial value) using International Registered and International Insured services, which will be used exclusively for sending documents.
As the designated provider of the universal postal service in the Irish State, An Post must adhere to the international regulations set by the Universal Postal Union (UPU).
Here is how these changes affect users sending items:
Ban on Goods in Registered Mail:
Under this UPU convention amendment, international registered letters and declared-value letters can only contain correspondence or documents (e.g., photos, invitations).
• The Impact: Customers can no longer send merchandise, trading cards, or other goods internationally using Registered Mail or Insured Letter services.
• What to use instead: To send small parcels containing goods internationally with tracking or signature confirmation, customers are advised by the UPU to use Parcel Post or Courier/EMS services.
In Ireland, using international courier services is generally very costly and rarely worth the charge compared to the value of items (in this case usually stamps) so it means that in 2026, along with other sellers, I will ship abroad starting from €23 without insurance via "An Post Standard International Post" (then upwards after that). The security of the items via general post is a risk for both the buyer and the seller, and must be acknowledged by both parties, as items cannot be insured any longer. If the item is large, heavy and of significant value I will use a courier service then, and apply the postal costs associated with that auction accordingly.
