The real E63 was an electric shunting locomotive of the Deutsche Reichsbahn-Gesellschaft, later taken over by the DB.
In the mid-1930s, there was a demand in southern Germany for more electric shunting locomotives.
The Reichsbahn no longer wanted new units of the older BR E60, and chose a new design without bogies, based on a shortened E60 chassis with three coupled axles and inclined-drive (Winterthur design, with blind axles).

The locomotives were deployed in Stuttgart, Munich, Garmisch-Partenkirchen and later also Augsburg, mainly for readying staff trains at large stations.
