Diocletian rose to power in 284 AD, marking the end of the chaotic "Crisis of the Third Century." Recognizing that the Roman Empire had become too vast and complex for a single ruler to manage effectively against internal revolts and external barbarian threats, he implemented a revolutionary administrative overhaul known as the Tetrarchy, or "Rule of Four." This system divided the empire into Eastern and Western halves, each governed by a senior emperor titled Augustus and a junior successor titled Caesar, aimed at ensuring both military stability and a clear line of succession.
Beyond restructuring the government, Diocletian launched extensive reforms to stabilize the Roman economy and social fabric. He reorganized the provincial system into smaller units and expanded the imperial bureaucracy to improve tax collection and military logistics. In an attempt to curb rampant inflation, he issued the Edict on Maximum Prices in 301 AD, which set price ceilings on thousands of goods and services. While this economic measure met with limited success and was often ignored, his military reforms effectively strengthened the borders and modernized the army’s structure.
Despite his administrative successes, Diocletian’s reign is also defined by the Great Persecution, the empire's last and bloodiest attempt to suppress Christianity. He viewed the growing religion as a threat to traditional Roman values and the divine authority of the state. However, his most unique legacy remains his voluntary abdication in 305 AD. He retired to his massive palace in Split (modern-day Croatia) to farm cabbages, famously claiming he found more peace in his garden than he ever did in the seat of power.
