On the dial the words “Wynne’s Infallible Exposure Meter” are clearly visible. It was a light meter used by photographers to calculate the exposure time according to the sensitivity of the plates/films and the lighting conditions.
The inscription “Actino Time” is significant: these devices used a photosensitive material that changed shade with the light; by comparing the change to a reference scale the exposure could be determined. The outer scales indeed show the f-stops F/4, F/5.6, F/8, F/11, F/16, etc., and the corresponding shutter speeds.
I would date it to English usage from the late Victorian era to the first decades of the 20th century. The pocket-watch shape was intentional: it was convenient to carry during shoots.
It is an object that could be of considerable interest to collectors of antique photography and scientific instruments.
