Joannes Josephus van Mulken (Kampen, June 29, 1796 – The Hague, October 21, 1879) was a Dutch military officer and statesman, and a Thorbeckian Member of the House of Representatives.

He became a liberal Member of Parliament at the age of 65. From the Council of State, he was appointed Minister of War in the Van Bosse-Fock cabinet. Mulken was respected as an officer but was strongly criticized as a minister for the poor conduct of mobilization following the Franco-Prussian War in 1870. After his tenure as minister, he again became a member of the Council of State.

Van Mulken was also a meritorious landscape painter. Thorbecke called him 'the art-loving general'.
