This is a sparrow figurine by Hideyama 秀山.
The sparrow is perched on the auspicious Tomoe crest (tomoe crest).
The Tomoe crest is well-known in Japan as a symbol of a drum.
Both sparrows and drums are considered auspicious in Japan.

Sparrows are considered symbols of "safety of the home and prosperity of the family" and "good harvest and abundance." This comes from their flocking habits and the wordplay on "pecking away misfortune." The "puffed sparrow" (kakurasuzume) is also often seen in traditional crafts as a symbol of "bringing good fortune and prosperity of descendants."
