Silver sugar bowl, from Germany/Austria. The silver content is marked as 12, which you can see on the base. This indicates 12/16 of silver purity or .750; this was a method used in Germany and Austria until the late 19th century. The other hallmark C D with a butterfly or moth, I believe, was a stamp made by the government to confirm collection of taxes.
