This appears to be a vintage pocket watch or commemorative watch case with a high-relief steam locomotive motif on the back. The train design looks inspired by late 19th–early 20th century steam engines, and the ornate laurel border suggests it may have been made as a railroad-themed collectible or presentation piece rather than a standard utility watch.
