Gerard Westermann was the son of shopkeeper Georgius Henricus Josephus Westermann and Catharina Elizabeth Holsum. He was a pupil of Johannes Hendricus Jurres and studied at the Rijksakademie in Amsterdam. He painted, made watercolors and drew. His subjects were portraits, figures, horses and still lifes.
With his painting Paardenman he won Westermann a bronze medal at the art competitions at the Olympic Summer Games 1932 in Los Angeles in the category watercolors and drawings.
Between 1918 and 1945 he was a lecturer at the Rijksakademie in Amsterdam. His pupils included Leo Visser, Joop van den Broek and Jan Battermann. His son Bert (philosopher, economist and art historian) was married to actress Riek Schagen.
Westerman also worked under the pseudonym Johs. Labasky.
