Written by an author who was close to the imperial regime and who retained a profound admiration for the Emperor, the work offers a detailed narrative of the major events of the Revolutionary and Imperial periods, while seeking to explain the exceptional qualities that, according to Norvins, allowed Napoleon to transform France and Europe in a lasting way.
Norvins recounts the coup d'État of 18 Brumaire, the fall of the Directory and the establishment of the Consulate, highlighting the administrative, judicial, financial, educational, and religious reforms undertaken by the First Consul.
He develops in particular the creations of the Conseil d'État, the Banque de France, the lycées, the Légion d'honneur, and the Civil Code, presented as the durable foundations of the modernization of the French state.
