The work outlines the organization of the National Guard, the duties of officers and guards, the rules of discipline, the principles of internal service as well as the main provisions relating to military instruction. It also specifies the missions entrusted to this citizen force, tasked with maintaining public order and local defense under the reign of Louis XVIII.

The manual also presents the essential elements of weapon handling, drill, the training of companies, and the obligations imposed on National Guards in peacetime as well as during mobilization.
